A |     　　讯 据中国人民银行消息，2026年8月14日，中国人民银行、国家外汇管理局联合发布《关于跨国公司本外币跨境资金集中运营业务有关事宜的通知》（以下简称《通知》），在全国范围开展跨国公司本外币跨境资金集中运营业务。

B |     (ECNS) -- More than 200,000 visitors attended the opening of the 2026 Hinggan League Naadam festival on Saturday on the Wulanmaodu pasture in north China’s Inner Mongolia Autonomous Region.        Naadam, meaning “games” or “entertainment” in Mongolian, is a traditional festival featuring sports and cultural performances. Highlights included 1,000 performers dancing the Andai, 500 Mongolian horses galloping across the venue and 100 musicians playing the morin khuur, or horse head fiddle.    This year’s event recruited performers, competitors and volunteers from the public, with participants ranging in age from 4½ to 89.     Traditional competitions such as horse racing, wrestling and archery are being held alongside more than 30 cultural and leisure activities, turning the grassland into a mass celebration of Mongolian heritage.        (By Helen Mo, intern Yang Hongran)                     。《通知》自2026年9月14日起施行。　　《通知》内容包括：一是在更大范围内支持中小规模跨国公司开展业务。将跨国公司本外币跨境资金集中运营试点政策推广至全国，惠及更多经营主体。主办企业注册在自由贸易试验区内的，建池门槛可进一步降低，持续释放政策红利。

C | 二是便利跨国公司归集调拨本外币跨境资金。集中成员企业外债和境外放款额度，允许跨国公司自主决定归集比例，使用同一账户管理本外币资金，实现集团层面统筹调配、成员企业层面灵活使用，鼓励优先使用本币开展业务。三是简化业务备案登记流程。由主办企业所在地国家外汇局分局“一个窗口”对外，进行业务备案登记，部分变更登记交由合作银行办理，减少企业“脚底成本”。同时，明确业务办理规范和事中事后监管要求，切实防范跨境资金流动风险。　　下一步，中国人民银行和国家外汇管理局将不断优化跨国公司跨境资金管理政策，提升跨境贸易和投融资便利化水平，更好服务实体经济高质量发展。版权申明：凡注有“”或电头为“”的稿件，均为独家版权所有，未经许可不得转载或镜像；授权转载必须注明来源为“”，并保留“”的电头。    。
